I am flying from Seoul to Moscow with a 24 hour stop over in Urumqi- Do I need a visa if I want to leave the airport?

Unlike most other cities, Urumqi has a very unique policy where they do not allow travelers in transit to stay for more than two hours. My assumption is that unless you are proceeding to other transit points in China, you may need a transit visa.
