About:How to Travel to China without a Visa

VOA at Shanghai and Beijing for Pakistani citizens

is it true that VOA to Pakistani citizens at shanghai and Beijing airports is started from this year?
because I read it in the visa policy of china at Wikipedia?
please tell me if you know the correct information?

There is no such information on Wikipedia. The VOA service is for those whose visa has been pre-approved by the authorities and holding such documentations. Pakistani nationals are still required to be in a tour group.

but I read it in Wikipedia. it is written like this:

Nationals of the following countries are only eligible for VOA service at Beijing, Shanghai (Pudong and Hongqiao), and Chengdu:
 Afghanistan
 France
 Iran
 Iraq
 Mauritania
 Nigeria
 Pakistan
 Sri Lanka
 Turkey
 United States

"Visitors who would normally require a visa are able to obtain a VOA at the following airports if they satisfy the following requirements:
have genuine emergencies which prevent them from applying a visa in advance;
hold an invitation letter issued by a government-approved sponsor or Chinese authorities;
have confirmation from immigration authorities that the visa will be issued on arrival; and,
have a government-approved sponsor to meet them at the airport."
