can I use a 24-Hour Direct Transit for off airport hotel stay?

I am a US citizen and have a 14 hour layover in Chengdu between SFO & KTM, can I use the 24-Hour Direct Transit for an off airport hotel stay? Do I have to apply for the 24-hour direct transit prior to arrival?

Hank, yes, you can use the 24 hour direct transit. You don’t need to do anything in advance. After arrival, you can just go to the immigration office inside the airport to apply for free temporary stay permit and then you can stay at a hotel.
