What is the new rule for renewed passport?

Due to work status, I authorized a friend who lives in Beijing to pick up my new passport since embassy of my country does not mail new passports anymore and I live 12 hours away from Beijing. My friend got my passport on November 25, 2016, mailed it today (November28) and hopefully, I will receive it on Thursday (November 31). The officer of Foreign Affairs told me about the "10day procedure law of new passport". The officer told me that I need to give him my new passport once I receive it.

I would like to know when to start the counting of the 10day procedure rule?
a.) start from the date stated on the release copy given by the embassy
b.) start from the day when my friend pick up my passport in the embassy
c.) start the day I receive here in my place (other province)

A friend of mine who lives here in the same city as me, renewed his passport in one of the embassies in BJ paid penalties due to the failure to present his new passport to the PSB. He was informed about the new rule when he is about to renew his visa. (He held his new passport 3weeks after he pick his passport up in the embassy.
