philippines passport and usa resident visa?

can a philippines passport-holder with a usa resident-permit leave the pudong airport for a city tour? thanks!

If you will stop over Pudong airport for less than 24 hours and then fly to a third country or region rather than the last one you come from, you can enjoy the 24 hour direct transit in Shanghai. You can apply for a temporary stay permit which is free of charge at the immigration office inside the airport, and then you can leave the airport for a city tour.
