About:72-Hour Visa-Free Transit

I am going this week to Shanghai from NewYork

and after being in Shanghai for 72 hours to Hong Kong. What are the chances that I won't be granted a 72 hour or 144 transit visa when I arrive to Shanghai ? ( I have a US Passport)
