how many days it take to cancel Residency and FEC cancelation?

Hello Please we need help what we should do if the school where my husband work will cancel his FEC, and his residence permet. Also they withheld his passport and been saying they need it for them to be able to cancel his FEC and Residency. Also they are not giving any paper works yet. Just keep saying later .
