I have read in some websites that foreigners must go to 3 hall to buy or collect tickets. Is it true? Where is this third hall? People wrote that it is not inside railway station, but outside. I already have booked tickets, in which ticket offices  can I collect tickets?

I don't know about the mentioned 3 hall, but passport holders need to collect the ticket at the ticket counter. The ticket machine cannot work. You may check the map here for the ticket office.
