Transiting in Beijing

Hi there: I'm an Indian passport holder with valid US visa; traveling from San Fransisco to Mumbai with a 12hr stop-over in Beijing. Upon arrival in Beijing, can I apply for a temp stay permit to do some sightseeing for 12-hrs in Beijing?
