May I lodge a visa application for my American wife, because she can't make it to the consulate

I am wondering if I can bring my wife's passport, Japan residence card and application to the Chinese Embassy and lodge the paper work for her Chinese tourist L type. We are planing to go in about a week, so we'd need the expedited service. Could I then also pick it up for her?
