About:Transfer in T3 of Beijing Capital Airport

Singapore - Beijing - Dalian

Do I need to collect luggage at capital international (Terminal 3) and re-check in from PEK Domestic (Terminal 2)?

Oh, in my experience, you need to collect and reclaim your luggage at PEK. Free shuttle buses are available between the two terminals by the way.
