About:72-Hour Visa-Free Transit

Can I arrive by cruise ship at Tianjin and stay for 72 hours? Departing out of Beijing?

Perhaps the Chinese authorities could answer or consider.

If not, do you not think the 72 hour rule should be extended to include cruise ship arrivals & flight departures via nearest international airport? This would encourage tourists to stay and contribute to the economy rather than simply transit through. I'm quite sure the hefty visa fees that are being applied for a very short stay will discourage some; I am also sure that the revenue gained from those who would otherwise depart would outweigh the benefit of the discouraging visa fees.

No, the 72 hour free transit cannot cover your trip if you travel like that.
But if you stay in Tianjin and Beijing for less than 24 hours in total, and after you will go to a third country or region rather than the last one you come from, you can enjoy the 24 hour direct transit, no entry permit will be needed then.
Otherwise, you need to apply for a tourist L visa or other visa for that.
