Applying for china's working visa from Russia

I am an IRANIAN passport holder who is working in Russia and has PERMANENT RESIDENCE in Russia. Now I have an offer from Chinese company in Shenzhen and I want to apply for Chinese work Z type. My question is that whether I can apply for work Z type in China's embassy in Moscow, or I should go to Iran and apply from China's embassy in Iran (Tehran)?

Thanks,
Moz
