My husband is planning to visit Shanghai  for five days and i wanted to know if he needs any pre arranged visa or will it be issued upon arrival and if any charges thank you

Anissa, if he goes to Shanghai from Belgium, and after staying there for 5 days, he will go back to Shanghai, he needs to apply for a tourist L type entry permit ahead of time. However, if he can make a travel like Belgium-Shanghai-HK-Belgium, he will be able to enjoy the 144 hour free transit in Shanghai, and then he doesn’t need to apply for an entry permit in advance, and the 72 hour free transit is free of charge.
