Are citizens of the United States able to obtain a VOA to Shanghai?  If so what are the requirements?

Joyce, usually, you are not able to obtain VOA in Shanghai. Only when you enter Shanghai under emergency issues and don’t have enough time to apply for entry permit in advance, you can probably get the VOA there.
