can i apply for japanese visa from japaneses shanghai consulate?

I'm a foreign student (not japanese, not chinese) in Shanghai, i want to visit my boyfriend in Japan.

Winnie, you can apply from Shanghai, but you need to apply through a designated agency. Shanghai Foreign Affairs Service Center is one of them. It's located on 2/F, Shanghai International Guidu Hotel, No. 228, Huashan Road.
