Hong Kong visa for Indian citizen holding a US Green Card.

While travelling from US to India I will be transiting at Hong Kong, Do I need to take an entry permit for a stay of 3 days, just to look around ? If yes can I get a VOA at the Hong Kong Airport?

You don’t need it because Indian passport holders are allowed to enter HK freely for a stay of not more than 14 days. You can just go there by bring your passport, enough travel fees and the onward ticket to India.
