We had a layover for 7hrs and 55 mins in shanghai pudong are we allowed to go outside of the airport

If you will fly to a third country or region rather than the last one you fly from, you will be able to enjoy the 24 hour direct transit in Shanghai. If you want to leave the airport, you need to apply for a free temporary stay permit at the immigration office after arriving at the airport.
