Apply for a tourist visa to China from Tokyo, Japanese resident but EU citizen

Hello, I am trying to figure out if we can apply for a tourist entry permit to China directly at the Chinese embassy in Tokyo, or if we have to go through an agency? We are residents in Japan, Swedish citizens. If we need to go through an agency, do you have an English speaking agency to recommend?
Also, which form should we use - Form V2011A or V2011B?
Thank you in advance!

Camilla, you don’t need to apply through a travel agency. You can apply for it on your own at the CVASC in Tokyo.
You should use the form V2013.
