About:China Visa on Arrival

Visa requirement for a Finish Citizen (EU)for entering Sanya for travel purpose

Going to visit Sanya this November 2016 (flight from Moscow).
Do I need an entry permit issued before travel?
Or can I get a VOA at SY?
