About:Power Plugs / Sockets in China

230 VAC compatibility among countries

Hi, I wonder if the voltage measured 230 VAC from two live lines 115 VAC each one (like in America) is compatible with the 230 VAC from one 230 VAC live line and one Neutral (like in China)??

As I konw, if the rated voltage is the same, they should be compatible.
