I will bring the TV less than 4000 CNY from china to india i would to pay tax in China customs?

Bablu, you don't need to pay the tax when you get out of PRC. But the tax should be needed at the India customs.

I didn't find that online but for your reference, the tax for this kind of product at PRC customs is 30% of the purchasing price. It is still advised you contact the Indian customs for exact rate.

You can take it with you. According to the rules in most airlines, one who buys economy class ticketis allowed to take no more than 23kg check-in luggage for free and the weight limit is 32kg for passenger of first-class cabin. They need to pay extra fee for taking overweight luggage.
But it is still advised you consult your airline to get the certain answer.
