Can we apply tourist visa here in Jeddah Consulate of PRC

Me and my Wife are working here in Jeddah, Saudi Arabia. We would like to visit China as tourist together with our 2 daughters but our children are in the Philippines. We would like to see Disneyland Shanghai and experience winter snow in Beijing in the last week of December. Can we apply tourist visa here in Jeddah Consulate of PRC as family(together with childens passport) ? My children is already on exit visa status here in KSA. They don't have valid residence permit anymore in KSA. Our itinerary: Me & Wife have ticket already Jeddah-Manila-Jeddah. Family Manila-China-Manila. I am afraid we don't have much time to apply tourist visa in Manila, Philippines because of holiday season and our short vacation in Philippines as well. Kindly advise. Thank you
