Yes, it is open now. But it is very crosded during the golden week and it requires reservation in advance.1

I just went there today. It did not require a reservation. I just showed up and got a ticket. From Wulingyuan Bus Station, take the bus for Grand Canyon. It is written in Chinese only. 30 yuan round trip.0
