About:Shanghai Pudong Airport

Is 3 hrs 20mins enough to transit from international flight (SAS) to another (Air NZ) PVG?

Both at T2, bearing in mind will need to pick up luggage from carousel, Complete CIQ, then check in landslide and then complete CIQ again on departure.SAS does not allow luggage to be checked through to final destination(unlike other Star Alliance carriers eg Lufthansa, Swiss)despite this being all on one ticket.Travelling business so not sure if expedited security lanes available .
Arriving Late on a Tuesday morning.

Yes, you will have enough time to make this connection. Don't worry.
And the correct transfer procedures are the following:
Confirm Onward Boarding Pass on Transfer Counter - Check in - Quarantine - Immigration - Security Check - International Concourse - Boarding
