About:144-Hour Visa-Free Transit

I am flying from Chicago to Shanghai for only 5 days.

This does qualify for the 144 period but I have a direct flight back to Chicago. Can I get the visa in shanghai or can I fly from shanghai to Peking to Chicago to avoid the entry permit?

Well, you cannot fly back directly to Chicago. If you fly from Chicago to Shanghai and then to Peking to Chicago, you cannot enjoy the free transit either. You have to fly out of Shanghai to a country different from US to make you eligible.
