About:Chinese Embassies and Consulates

What is considered an international airline

I plan to arrive in Guangzhou on Shanghai Airlines and then leave on China Southern Airlines the next day for Nepal. Is China Southern consider an international airline for the purpose of the 24 hour visa free transit?
