Mail back service for Visa in Chicago, USA

Does the Chinese Consulate in Chicago still offer mail-back service for visas applied for in person at the consulate? If so must the applicant provide a pre-paid FedEx envelope at the time of the application?

Karen, based on what I know, you cannot mail your application to the consulate general to apply for Chinese entry permit, let alone mail-back service. You should submit the application in person or find someone else to submit it for you.
