Hello, I have a question about the Vietnamese Visa

So, if I understood correctly, I need to have a Visa BEFORE buying the ticket? On internet it's written that you don't need it if you plan to stay less than 15 days AND you're French, German or Italian. In case you're not, you can anyway do it directly in the country. So why i need it before buying the ticket if i plan to do it directly in Vietnam?

The policy says Italian can enjoy a 15 days visa free stay there, so that you do not need a visa to buy the ticket, the Italian passport would work. For other nationalities, travelers would need to apply the visa first and then able to buy the rail ticket. As I know, the Visa On Arrival only support flight travel in some cities.
