Is the rail pass feasible only for people who live in China? Or also for tourists?

All the people could purchase the China Rail Pass, but this only supports limited routes.1

I did not heard about this. It is like a prepaid card under real name. It should support cash recharge. However, based on what i read online, this kind of pass only suitable for long-term use. For example, passenger who repeats same route very often. For normal tourists, it just easier to buy normal ticket instead.0
