How to get a cert. of legal capacity to contract marriage from Chinese Embassy in the Philippines

The embassy of PRC cannot issue you such a certificate. You should get the single status certificate from the marriage registration and then get the certificate notarized by the notary public and the ministry of foreign affairs of Philippines. After, get the certificate attested by the embassy of PRC.
