As I know, there is no special vegetable restaurant in T3. However, you can find some restaurants and order pure vegetable dishes. Phrik Thai Restaurant is highly recommended. The prices are acceptable. You can find it at the East Delicious Food Island, 5F, Public Area of T3. Hope you like. :)
