Does 24hour Permit apply?. Arrive by Plane stay overnight 16 hours total in Beijing. Leave by ship.

We are catching a ship in Beijing and travel to Japan. We come by Plane from Singapore and have a 16 hour overnight stay in Beijing. Are entitled to the 24 hour free Permit?
