Transit Visa in Shanghai for Thai citizen

We were just told by one of the Chinese airlines that the 24 hours free transit is not longer being honored. We have a 14 hours layover in Shanghai and wanted to get a hotel for the night. As an American it's Ok for me and kids but the wife seems out of luck.
