Do I need to be there?

Do I need to be there to apply and pick up the Return Home Permit in person? How long will the entire process take?

Helen, you can go there to pick it up by yourself, or entrust someone else to do it for you. It may take 4 working days, but the needed time may be different on a case-by-case basis.
