Duly authorized letter

I am a permanent resident in South Africa with a congolese passport and I need to go to China for tourism purposes.
I am being asked a duly authorized letter even though it is not mentioned in the list of required documents. The worst part is that center in Johannesburg has no idea how i should get it. I am puzzled and left stranded. How do i get it?
