You should first apply for a visa for China and then go there. If you want to buy bulk goods, you had better find a supplier there first and then ask for an invitation letter in order to apply for the visa.0

If you can find a suppier and get an invitation letter, you can go as a businessman. If not, you can only go as a tourist.0
