Applying for X2-visa in Seoul

Hi, I'm a Dutch citizen. I will be traveling to China with a Tourist L type to pick up the JW202 form, afterwards I'd like to apply for a X2 type in Seoul, South Korea. Is this at all possible without actually living in Korea?

Tim, I’m afraid it’s not easy for you to apply from South Korea if you don’t have ARC card there.
Actually, after you get the JW form, you can try to change the L type to student X2 type at the exit and entry administration of the local PSB in PRC. If it can be done, you don’t need to apply for it in Korea. If it cannot be done, you can try to apply for it in Thailand or Malaysia.

Thank you for the reply Virginia, would Hongkong also be an option to try, if the PSB option doesn't work? It seems to be the place a lot of other students are heading for.
