Ak, maybe you can apply for Chinese visa with the travel document.
If you apply for a tourist L type, you need to provide your travel document, your residence permit in Netherlands, the application form, a passport-style photo, round trip air tickets and accommodation reservation. Next, submit the application to the CVASC to apply for the L type.
