Does the train run daily from Shenzhen Futian to Guangzhou?

Does it take around the same time and cost as leaving from Luohu?

Yes, the trains run daily from Futian to Guangzhou. It takes about 50 minutes. A second class seat costs CNY 82, and a first class seat costs CNY 108.

Differently, the trains depart from Luohu Railway Station take about 70 to 90 minutes. You need to pay CNY 79.5 for a second class seat; CNY 99.5 for a first class seat.
