Tourist VISA for resident

I am resident with working Z type in Japan. I used to get Chinese entry permit before in February by submitting the document myself in the embassy. Recently I wanted to apply to another entry permit to my other travel later this years with exactly the same set of document but I was told to apply through travel agency. This is over double the price I paid in the first time when doing everything by myself. Nobody in the embassy could provide me regulation that this "residents only through travel agent" is based on. Can I apply directly again in the embassy? What is the regulation that requires third party travel agent in that case?

Usually, you can apply for it by yourself at the embassy of PRC. It is not compulsory to apply through a travel agent.
Applying through a travel agent is to save the time for queue at the embassy.

If you go to PRC for sightseeing purpose, a tourist L type is needed. You should first prepare the required documents: your passport and its copy, the completed application form affixed with a passport-sized color photo, your residence permit in Japan, as well as proof of your transportation and accommodation arrangement. Next, go to the embassy of PRC to submit the application and apply for it.
