I was on a working Z type and resident permit in mainland PRC

and due to problems with my employer, the Public Security Bureau cancelled both and gave me a humanitarian visa for three weeks.
Can I apply for a tourist L type outsidePRC and enter again? I would like to travel a few more weeks before I return home.
I hold a Greek passport.
