If we go to Brisbane to submit the application personally, where do we go? Do we need 1 or 2 pics?

You should submit the application to the CVASC in Brisbane. Location: Part Level 4, 140 Ann Street, Brisbane, QLD 4000, Australia
You just need to attach one passport-style photo on the application form.
