Can Hong Kong be considered a third country for the 144 hour visa?

I'm planning to come from Thailand to Shanghai and use the 144 hour free transit. Then I would like to go to Hong Kong. Is this possible?

Steve, if you travel like that, you can enjoy the 144 hour free transit in Shanghai because HK will be considered as a third region when speaking of the 144 hour free transit policy.
