I am a 67 years old foreigner. Do I qualify to buy a standard elder octopus card? If so, how?

Yes, you can purchase the Elder Octopus Card. As I know, the card is available at AE Ticket Counter. You can go and see. Besides, you are advised to bring your valid certificates such as passport. :)
