Student X type Application, does he need to pay tuition fees first

Hello,,I'm Rutendo,I want to ask about students X type application for coming to PRC,,as a student who went through the same process when I was coming to PRC,,I have a friend who came to apply for X type to come to the same school I came but it seems as though he cannot get to apply for the visa unless he pays the fees first? I do not understand,,I never paid for the fees,,there were no complications ,,everything was easy ,,and he is saying they told him that the admission letter says that he should pay fees first and I read that letter,,I'm the one who was in the office and forwarded it to him ,,and it doesn't say he should pay fees then apply for visa ,,rather it says he should come to school with JW202 form,,full fees and visa ,,I do not understand where these complications are coming from ,,that student travelled a long way from Masvingo to come and apply for that visa,so please kindly help him out ,,,I have never heard of first paying fees then applying for visa because the people here need their fees handed to them in person,,it doesn't seem to make sense ,,considering the difference in rates of our currencies and the fact that they will obviously make him pay again when he comes and there are a number of fees that need to be paid separately in different categories and that is more easier to do at the school,,please can you clarify here ,,I'm confused.

Rutendo, perhaps the visa policy has changed. If the consular officer says so, your friend should follow his words. The best way is to contact the school and negotiate with it. You can pay the tuition for your friend firstly and ask the school to issue a receipt and gurantee that it will refund the fee if the X1 application is denied. Then your friend can use the receipt as a proof. I think this is the optimal option.

Rutendo the policy has changed indeed, and the proof of payment of tuition is now also a requirement
