How to fill my next application form.

I overstayed in china I paid the fine 10000 rmb and then come back china with my second entry. Now I'm going to apply for a new visa in my home country, should I say the truth in the application form point 3.1?

Hi James, I think you had better say truth. If I were you, I will do so because I worry that the consular officer may find out I'm lying.
