Can I change flights freely?

Can I change the flights and what is the cancellation charge for the plane tickets?

The flights can be changed and cancelled freely if the flight tickets are not issued. After issued, there is cancellation penalty charged by airlines if you cancel it and the accurate amount will need to be confirmed with airlines.
