Hi! Had booked a trip to Taipei on the feb 2017. Is the weather consider as cold or cool?

Oh, this area welcomes tourists all year around. The temperature may range from 50 F to 65 F in that month. The climate will be cool and comfortable. Although they may have several light rainy days, it won't influence the sightseeing a lot. You can bring some light jackets, long sleeves, jeans and pants.
