Switching from Z to Tourist visa

I am currently on a Z type, which expires on the 15th September. I wish to visit Lhasa on the 8th October. Is it ok to apply for the Tibet permit whilst I'm on the Z type, even though when I reach Tibet I will be on a tourist L type?
